UserDir linking before your DNS has propagated for your domain is not supported on a nginx webserver, your sites are directly served by nginx meaning apache mod_userdir isn't available for creating or viewing your domain, using http://184.108.40.206/~username/index.php to view your site for example would show an internal server error because Nginx doesn't know how to handle the request.
The recommended method to access a website without DNS resolving to the server is by editing the 'hosts' file on the users workstation, i.e. your PC.
